BQ24610, Precharge current (ISET2) not working for deeply discharged battery

We are using the BQ24610 Lithium Battery charge manager IC for our product. We have found that the device does not enter "precharge" mode for deeply discharged batteries. Our design works well for batteries inside their standard operating range (6 cells so voltage range is 18.0V to 25.2V). When a battery is allowed to deeply discharge (for example 15V) the BQ24610 chip fails to apply the ISET2 current as specified in the datasheet. We can use an off the shelf charger to bring the battery back to the normal operating range; after this the BQ24610 part will behave as expected charging the battery to 25V. I have copied the reference design from the BQ24610EVM schematic with a few adjustments as needed for charge current and battery voltage selection (the ISET1 and voltage divider work perfectly so I assume I've configured ISET2 correctly using the same method). I have verified the ISET1 and ISET2 voltages are as expected at the chip.

RSR = 0.010 ohms

ISET1: 0.5V (should be 2.5A charging)

ISET2: 0.25V (should be 0.25A charging)

From datasheet figure 19: R2=1.1MEG, R1=100K

Note TTC pin is tied to VREF so there is no timeout on charging.
