I am a n00b trying to get the bq21040 functioning correctly.

the charge cycles appears to work correctly (the charge cycle discontinues charging once battery reaches 4.16v), but my LED does not work unless I short it to ground.. I am using 1.5ke as recommended in the documentation. and tried others. same no LED i.imgur.com/d5vxbt2.jpg diagram copied from 
FYI, when Lithium battery is at 3.7v, the Vout will read 4.7v during charge cycle and CHG will read 2.7v stable
