Hi Michael,
It seems your post was overlooked. If you go to the product folder for the EMB1428Q, EMB1499Q or BQ76PL455A-Q1, click on the "Tools and Software" tab, then scroll down to the "TI Designs" section of the page. There is a TI Design 16-Channel Active Cell Balance Reference Design with schematics, software and test results which should help get you started. In the EMB1428Q, or EMB1499Q folders there are some other designs for active balancing. Click on the name of the design on the left side of the section to display the links to the design data.

We are currently in the process of getting the board described in TIDA-00817 prepared for purchase via the TI eStore. I don't have an exact schedule of when it will be available, but it should be ready in a couple of months.
