So far as I know, the design equations are never included with reference designs, only schematic, BOM, and if applicable the PCB gerber files and test report. The PMP4992 is a special case usage of TPS40210. Normally it is intended as a boost controller. That is why you cannot find your design in Webench. It will only select TPS40210 for boost topology applications.

from the designer:
"We commonly use these cheap totem pole drive stages to gain up the drive currents. This can help reduce switching losses."

Unfortunately there is no further documentation for the PMP4992 design. I can possibly point you to some generic technical papers on fly-back converters if you are interested.
