LMR23610: Is the Short Circuit Current limit fixed internally?

I am using LMR23610 to regulate to 5V. I am currently testing Short Circuit of the 5V Rail to Ground. During this testing I was monitoring Vsw and got a waveform similar to Figure28 in the datasheet. The IC is indeed protecting itself from over current.

My question is: what determines the voltage/current limit during a short/over current condition? Is it internally fixed or does the user have any control? What I am currently seeing is 2V +/- 0.1V on the output of the regulator and 150mA short circuit current.
