TPS61020: no load current is too high

Hi, i am using this chip with 2 AAA cell and trying to run a xbee with it.

but at no load, this is consuming over 10mA which is far exceeding than what's mentioned in datasheet. According to the datasheet, it should be around 50uA at no load.

this is my sch. I cant find anything wrong in this, any help will be much appreciated.

    There are a number of questions that you have about this schematic:
    1. How is the FB pin connected to the output? Are you seeing a regulated output?
    2. The schematic shows that your output capacitors are oriented incorrectly for their polarization which might just be a typo.

    How to define no load? What is this REG-3.3V connected to?
    How are you measuring the 10mA?
