Our customer is using TPS53515 in folowing condition.
12V->5V(5A)
12V->3.3V(5A)
But they have 14000uF capcitor at both output.
So they enable device then detect OCP at soft start and then UVP latch off.

This part support pre-bias out so they try EN toggle for prevent startup fail.
Please check 5Vout.TIF (In this case RTRIP:69.9kohms) and 3.3Vout.TIF(In this case RTRIP:51.4kohms)
We would like to make an improvement more with toggle term shortly .
Please let us know min EN toggle term of this device?
