TPS51200: What is the effect of shorting the VO capacitor to ground?

I am currently testing for product reliability, included in the design is the TPS51200 sink and source DDR regulator. In the test, I short the VO capacitor to ground. The measured current from the VO pin to ground is 60mA. The power_good pin shows low voltage or high impedance. REFOUT shows a voltage of 710mV. All inputs are at normal operation.

I am wondering if this is an expected effect? And if this is the expected current protection response. Unfortunately, I can't show the circuit.
