TPS40210: ignore the inrush current

                  How can we ignore the inrush current as below when we use TPS40210DRCR?

We encounter the booster will turn off when the customer plug in 24V USB device caused by OCP.

    It seems the plug-in of the USB device created an overloading condition, and the TPS40210 just behaves as expected: it MUST stop switching or reduce the duty cycle to the minimum in order to prevent damaging the power MOSFET PQ1 under over current conditions.

    Not sure where the +12V comes from to turn-on the output PFET. If it is activated by the plugin, you should slow down both the turn-on of both PQ4 and PG3 therefore the outrush current toward the +24V port can be greatly limited. A more sophisticated outrush current limit can be achieved with additional circuit. However, increase the gate capacitors of these two FETs should do the job.
