I am currently testing with BQ24725.

I found that charging setting restore to default after power off and on.

Is it normal?

Yes. Once power off, all register goes back to default.

What happens to battery "learn" data in a power down. Is this lost, too?

Yes. Once power off, all register goes back to default. If you want to keep it, please use battery power to keep VCC and ACDET>0.6V.
