CubeSat Power Supply: Boost Regulator

We have a 1-U CubeSat project. For power, we want to use 2 series-connected Spectro Labs UTJ cells each operating at a nominal Voc of 2.6 and Vmpp of 2.3. Our power core will consist of 2 x series connected 18650 Li-Ion cells providing a nominal 7.4Vdc power bus. Our need is to identify solution(s) to provide the boost DC-DC conversion required to step up the nominal 4.6Vdc from the PV cells to allow a battery management system IC to handle the charge management for the cells.  We would appreciate the opportunity to discuss on-orbit, LEO power management solutions.
