I got confirmation from the designer of this part. If the 'S' verison (soft start option) is selected and the pin is floating, there's no soft start control in the device. The part will try to start as fast as possible. It is not recommended to start without soft start control.

Is it possible for your customer to put the 'P' version (power good option) on the PCB instead? It is ok to leave PGood pin open. With Pgood option, the soft start is controlled by an internal 4ms ramp. No need for board change.
