TPS62420: Despite using a reference design the part is not working as expected

Hello.

I want to use the TPS62420 to supply a TMS320F28377D. This is proposed and used in the F28379D Delfino Experimenter Kit (TMDSDOCK28379D). Below you find the schematic which I copied from the Experimenter Kit.

I developed the circuit on a single PCB to check the suitability. Unfortunately it is not working. I have no load attached to the output voltages. When I apply 5V to the input I get about 0V at VDD_1V2 pin and about 1.2V at the VDD_3V3 pin. I think it is fortune that 1.2V is at the VDD_3V3 pin. Below you find the layout I developed. I orientatad strictly on the datasheet recommandations and used the TPS624xx eval board and Webench Designer as a template. I even built up the boards twice to be sure I haven't made a soldering error.

Can please somebody give me a hint what the reason for the strange output voltages are?
