Refer the schematic below, supposed to generate 15V DC output @1Amp for 28V DC input from external SMPS source. But multi-meter observes constant output of 1.3VDC while feedback pin voltage is observed as 1.2VDC. Verified with two different LM2576-ADJ parts, behavior remains same. Any advice !
