How does each VOUT start up when each SS pins is shorted to GND or opened?

Hi,
When SS is shorted to GND, the Vout voltage will be regulated to GND, it means Vout will be kept GND after enable.
When SS is open, after enable, the SS voltage will become high very fast, it means there is no soft start function, so during startup, there will be inrush current and IC maybe trigger OC limit.
