My customer is considering the failure mode of the TPS7A4901.
How does the the TPS7A4901 behave when the N/C pin is shorted to IN-pin or NR/SS pin?

the N/C pin is not connected to anything internally therefore it can be shorted to any of the other pins on the device.

I apologize I should have paid more attention to the title of this post but simply read the original question which which asks about the NC pin.
If the DNC pin is shorted to NR/SS then the output will either be lower than intended or may fail to come up at all. This is because current will be drawn from the NR/SS pin through DNC to GND, the reference is unable to supply much current and so it would either be reduced or 0V.
If the DNC pin is shorted to to Vin, a large amount of current will be drawn from Vin through the DNC pin to GND. If the input supply can provide more than ~20mA then it is possible that internal circuitry could be damaged which may or may not effect the devices normal performance.
