BQ24040 does change the CHG output only after resetting the device:

The CHG terminal is low (LED on) during the first charge cycle only and turns off once the termination threshold

is reached, regardless if termination, for charge current, is enabled or disabled.

How to implement a continous operation without reset?

in addition: do we have a device like BQ24040, but with integrated DC/DC for adj ~3V output?

The CHG pin is controlled by internal logic so there is no way to make CHG LED stay on beyond when termination threshold is reached.

For the second question, we do not have any linear chargers that regulate output at 3V as it would be inefficient.

Edit: Bq25120 has an integrated buck converter which the output can be set to 3V. But it is a much more complex device.
