Hi Patrick,
Yes, the TPS2115A will still work as long as one of the supplies is greater than 2.8V. For example, if IN1=5V and IN2 is disconnected, then the part will still be able to pass IN1 to the output. It is not recommended to switch to the disconnected (or 0V) supply to power the output.
