BQ25120: Fast Charging Battery

I am charging a 400mAh battery with the BQ part to 4.2 volts. I have register 0x03, the fast charge control register, in the BQ to charge at 200mA, and I am only seeing between 40 and 80mA (depending on system draw which fluctuates between 50-100mA) going to the battery when I measure current. I am charging from a 4.5 volt power supply which is drawing about 160mA of current, some of which is going to power our system. I also set the max input current in register 0x09 to 400mA so that shouldn't be limiting the process. I would like to know the reason for the discrepancy. I can provide more setup information if it would help.

    There are two loops that can prevent you from seeing a lesser charge current. VINDPM and VDPPM. 

    What's your VINDPM setting? You might want to disable that for testing. For VDPPM you want to make sure that the voltage at PMID is atleast 0.2V above your target regulation voltage which in your case is 4.4VPMID.
