BQ25120: Fast Charging Battery

I am charging a 400mAh battery with the BQ part to 4.2 volts. I have register 0x03, the fast charge control register, in the BQ to charge at 200mA, and I am only seeing between 40 and 80mA (depending on system draw which fluctuates between 50-100mA) going to the battery when I measure current. I am charging from a 4.5 volt power supply which is drawing about 160mA of current, some of which is going to power our system. I also set the max input current in register 0x09 to 400mA so that shouldn't be limiting the process. I would like to know the reason for the discrepancy.
