BQ40Z60: Not Balancing while Discharging

I am using BQ40z60 for Gauging and Charging (3 Cells). Completed almost 10 cyles of FC and FD. But i am facing an issue in Balancing in Discharge Mode. It's Charging and Discharging Fine. But after 0% also its discharging (9V to 8.4V) and In Rest Mode cells are discharging near to "0"V. (Connected 12 V load). 

  • In Balancing Configuration settings Enabled CB and CBR bits.
  • QMAX update (Ra Tables) is updating fine in relax mode.
  • I Removed CUV Protection in Protection Settings.
  • I enabled Cell_Term in IT Config also. (Term Voltage 9V).

My Question is : 

1) How to control Cells Discharging in Rest mode.

2) Whether, If Cells reaches to 0 V also, Is there any possibility to start charge within a short time (Since, I can able to charge this cells, but its taking almost 2 hours)

Cell Voltages (Cell 1 - 2564, Cell 2 - 2399, Cell 3 - 631, Cell 4 - 0, Total Voltage - 5639) 

Discharge mode -> Why cell 3 voltage is discharging more than CUVC protection voltage.

How to switch off gauge at end instead of discharging Cell3 to 0 V or How to charge the cells once if Cell 3 reaches to 0V also.
