BQ28Z610: SLUSAS3_Rev B Power Supply Requirements Question

Part Number: BQ28Z610

I have a question regarding section 10 of the bq28z610 IC datasheet. Section copied below...

10 Power Supply Requirements
There are two inputs for this device, the PACK input and VC2. The PACK input can be an unregulated input from
a typical AC adapter. This input should always be greater than the maximum voltage associated with the number
of series cells configured. The input voltage for the VC2 pin will have a minimum of 2.2 V to a maximum of 26 V
with the recommended external RC filter.

My question is in regards to "This input [PACK] should always be greater than the maximum voltage associated with the number of series cells configured." This would make sense assuming that this statement is from a charging perspective, but there is no mention of charging at all. Also, why isn't VC1 mentioned as an input? Is this because VC1 is only a voltage reference line, implying that VC1 and VC2 must be shorted together if the gauge is used in a singe cell mode?
