TPS65950: TPS65950: Capacitor from Vbus to ground required for OTG operation?

We are using the TPS65950 in OTG host mode (USBID is pulled to ground) and have noticed that when we don't have a capacitor connected to ground from Vbus, the TPS65950 doesn't forward data from the D+/D- lines to the ULPI interface. When we do have the capacitor, everything works as it should. This has been verified across different types of boards (our custom board and the Torpedo SOM development kit).

Can someone say why the capacitor is necessary?
