Hi Higa,
Thank you for considering TI parts for your application. When VCC = 0V, there's no power on the IC. Usually, pins (including PG) are in an unknown state when there's no power to the IC. The POR (power on reset) for the TPS2490 is around 6V typical (page 11 of Datasheet). I believe once VCC has reached this value, the PG signal will go low if Vds is greater than 1.25V.
