Why do BQ24640 need a Vcc resistor?

When input source is hot plug-in to the charger without proper input snubber or soft start circuit, the input could get as much as twice DC input voltage. The Vcc resistor and Vcc capacitor compose a low pass filter. The filter prevents the high voltage spike on Vcc pin.
This resistor applies to other charger IC too, as long as hot-plug-in spike is a concern
