BQ25703A: Enabling SYS power without presence of battery voltage on bq25703a

I'm currently looking at using the bq25703a in a new design. I acquired the bq25703aevm-732 kit to do some testing.
After some testing I came to an alarming discovery. If there is no battery, then SYS never powers up. This means that if the battery was ever to fully discharge I would never be able to recover my system.
Why? because the system needs to power up (powering from SYS) to configure the charger via the I2C bus. (I'm assuming that all settings are volatile and lost when power is gone)
So is there a way to force the bq25703a to power SYS to start up the system without battery voltage?
