Hello. If I purchase new TPS65070 chips (TPN650702) do I need to program the configuration bits before installing the IC on the device board? Or the microcontroller in the device itself will load the configuration bits.

The short quick answer to your question, is you do not need to configure this part before installing it on your board.
This part is OTP, that means that the default configuration is programed (one time program) by the factory. There are several part numbers from the same core. You pick the part based on the default operations that you prefer. You can change the programming using the I2C after startup, however every time this part is powered up you will have to reload your changes.
Some features will not be available until you turn them on through the I2C port. i.e. the charger, LED driver, touch screen interface.
