Should we select a inductor considering inrush current level?
In WEBENCH, I think inductor is chosen from steady state.

It depend on the inrush current level. if the output cap is very big which makes the inrush current high and lasts a long time. then you have to choose the inductor according to the inrush current value.
Generally if the inrush current only lasts several mili seconds, then you can choose the inductor according to 1.3*Ipeak_steadystate. Here we leave 30% margin because the inductor itself have around 20% tolerance. And the boost conveter peak inductor current itself also have toleracne . if possible, you can choose a even biggger current rating inductor.

For the powder core, it is OK, because it has very soft saturation characteristic. For example, a 0.5A rating powder core inductor, its saturate point may be even higher than 2A.
For the ferrite core, it can’t. So suggest you use a powder core inductor instead of the ferrite core inductor.
You can suggest them use 1.5A current rating inductor if they have enough space. If the space is limited, then >0.5A powder core inductor is also OK。
