BQ25606: Design Troubleshooting

I have made a prototype design for the BQ25606 but my circuit does not seem to function correctly. When given 5V in through my lab bench power supply, the current draw fluctuates from 20mA to 70mA. The STAT LED has seemingly random behavior with sometimes staying on for 8-9 seconds or sometimes blinking in rapid succession . The PG led stays off the whole time. The System Out voltage is a stable 3.60V while my battery voltage is at 3.45V. When I remove the battery from the circuit, the STAT LED blinks at an expected constant 1 hz and the PG LED stays off.

    Can you take an oscilloscope shot of the VBUS voltage, BAT voltage, REGN voltage, and the SYS voltage? 

    Could you also give me a description of your test conditions (i.e. Power supply current limit, type of battery supply and configuration, etc).

    That way, we can investigate what could be happening. 

    Just for starters, when STAT is blinking in rapid succession, it typically means the battery is not present or connected to GND/BAT and therefore, the charger is going between charge and discharge modes of operation. I would just make sure you have a good battery connection and battery supply.
