TPS2592ZA: EFUSE Malfunction

We produced an EFUSE as protection on our Power Management Board (PMB). We have a solar panel and battery, 12V 12/38Ah, connected to a solar regulator. The EFUSE is connected between the regulator and any device that is connected the PMB. The purpose of the EFUSE is to protect against damage to devices being connected incorrectly and accidental short circuits. Our systems are all 12V, with load supply regulated to a max of 14.5V 4A. We used TPS2592ZA in design with ILim set using an 110kohm. What I am finding is that TPS2592ZA will malfunction if a short is introduced shortly after start-up. This is random. Most of the time the circuit works as it should, short circuit, over current is all caught. Once fault is removed fuse resets without having to recycle power. This is tested through the current range to 4A. What would be causing the TPS2592ZA to malfunction? I have attached a copy of the circuit.
