how would i be able to export a specific .gg file for that chemical ID without hooking up a battery pack

Only the Ra table from the chemistry data is included in the gg file, so the gg file will not be sufficient to update the chemistry on a device. You will need to use the bqEVSW and update the chemistry data using that tool. Then, you can export a senc file or a ROM file that will contain the chemistry data. The Ra table and Qmax will not be accurate for that ChemID, so you will need to run an optimization cycle to update them before you create the golden file to update other packs in production.
