Thank you for your attention and support.
I will revise the circuit diagram and contact you again.
I am planning to construct a circuit as below with regard to the following advice, and I am inquiring if the problem can be solved.
It seems to be solved if the LM3423 itself uses the built-in PWM function to make the load run only when the internal regulator is running, is it possible?
(If necessary, it can be solved by load open by applying forced signal to PWM.)
Please review and give us your feedback.

    Please see the other thread. It really depends on whether the LED string voltage will vary much from cycle to cycle. It will take time to charge the output capacitor if the voltage is much higher from one cycle to the next, and it will very quickly discharge through the LEDs/FETs if the voltage is lower from one cycle to the next.
