BQ76920: Low resistance between REGOUT and VSS

The IC was not responding so I measured the resistance between REGOUT and VSS and it was < 10 ohms.  What could cause this?  When I originally soldered down the IC there was 3.3V on REGOUT but now it's nearly 0V since it's essentially shorted to ground.

    There are may ways the pin getting shorted to the GND. By the design, the REGOUT can source in excess of the 20mA and gets out of regulation
    ~2V and has had no electro-migration issues. The issue you are noting, could be due to a bad solder job or had ESD overstress condition of the pin.
