With regard to the TPSM846C23DEVM-807 that I purchased for testing, it did not come with a USB-GPIO cable to interface with the Fusion Power Designer software.

On the Eval board, there are two resistors each connected to the FB pin of the two devices in parallel.

Is it possible to change the default Vout = 0.6V to Vout = 1.8V by replacing resistors or can this be done only via software program? If so, should I be replacing both resistors connected to FB pins of respective devices in parallel or one of them?

The EVM you ordered can be ordered seperately or as part of a bundle with the USB-GPIO interface adapter pod. You must have only ordered the EVM. You can order the pod seperately if needed. store.ti.com/USB-TO-GPIO-USB-Interface-Adapter-EVM-P960.aspx
The output voltage can be adjusted without the use of the PMBus commands. See page 19 of the TPSM846C23 datasheet for info on setting the output voltage without PMBus. The resistor should only be changed on the master device (U1 in the user's guide schematic).

Thank you for the feedback, i just replaced the resistor but Vout remains at 0.6V.
Should I also need to change the Vout gain jumper header from x1 to x2?

Yes, jumper needs to be in the x2 position.
