TPS544C20: Influence to I2C communication without power supply

When doing communication of I2C in the state by which a power supply isn't supplied TPS544C20 with, does TPS54C20 have an influence on communication?

Are you suggesting that there is no input voltage to the TPS544C20? There is no communication available when the IC is not powered on.

Does nothing influence communication with other IC?
Are CLK and DATA pins High-Z?

By default, CNTL pin controls the ON/OFF of the device, so I intend to think CLK/DATA would not result no output.

Both CLK and DATA are open drain structure, before a valid address packet, CLK and DATA should remain as high-Z.
