MC33063A: trouble shooting debug. Won't switch?

Hello:

I have been using a MC33063A switching regulator to drop from 24V/20V to +3.3V.  This regulator circuit has typically worked but I have found it has stopped switching.  I have replace the IC with a new one but still it does not switch.  I see the input voltage to the part.  I also checked the output and it does not appear to be shorted to ground.  Can someone provide some troubleshooting tips on debug?
