I am writing to ask about LED current of TPS61196

Could I add currents flowing to the LED by connecting IFB 1 (12 pin) and IFB 2 (13 pin)?

Yes, you coud tie two IFBx together to gain higher current, and please tie the PWMx together accordingliy.
