LM2596: cannot output enough current when configured as inverting regulator

Hi, my customer is designing with LM2596 to convert 24V to ±12V, 1.5A. But the output of -12V can only reach 0.3A.

Here is the schematic.

From the datasheet, the device should be able to output enough current for -12V. I've checked that the L5=33uH and the saturation current is 3A. I've calculated if Iout=1.5A, the peak current =1.5A+0.8A=2.3A<3A.

Do anybody know why the output is so small for 0.3A.

Besides, 0.3A is achieved when R183=0. If R183=4.7k as recommended, the circuit will be shorted when powered up.
