TPS563219A: confirmation of VENH and VENL specification?

The VENH and VENL specification given for the EN pin in the datasheet seem quite confusing:

Is our below understanding of the datasheet for the EN pin is correct?
    The device will be ON if the the Voltage on EN is at least 1.6V.
    The device will be OFF if the the Voltage on EN is below 0.6V.
    Between 0.6V and 1.6V the device could be ON or OFF, the exact switching point might be different for every device.
Does this diagram matches what the datasheet specifies?



It would make sense to have the datasheet more clearly defining the behavior to prevent misunderstanding.

    Try to explain for you:
    For all the devices, will be ON if the EN voltage >=1.6V; wll be OFF if the EN voltage <=0.6V.
    For a dedicate device, EN voltage for ON/OFF is between 0.6V and 1.6V. And it is a fixed value instead of a range.
