What is mean as a red circle blow that sepated GND?
are we using cut off GND copper?

Hello,
The trace in red circle connecting the thermal pad to GND copper is not right. It does not make any sense to use GND network and connecting the thermal pad to CND copper. This is a typo mistake when the illustration was done.
Conclusion: using GND network the power pad should be only connected to the one side of it (anode of the diode).
