Do you have any RESET IC which can be set 400mV as hysteresis?

I think you have a few options here.

Option 1:

TPS3808 is a programmable and adjustable supervisor http://www.ti.com/lit/ds/symlink/tps3808.pdf

And using a technique outlined in this app note you can add hysteresis. http://www.ti.com/lit/an/slva360/slva360.pdf

Option 2:

Use a supervisor with adjustable hysteresis as a built in feature. http://www.ti.com/product/TPS3806

You will need to use external capacitors and resistors to create a delay circuit at the output because this device does not have programmable delay and the delay is very small (5us)

Option 3:

Using a supervisor which allows you to set everything externally almost in a comparator type of configuration such as

TLV3011/TVL3012 http://www.ti.com/lit/ds/symlink/tlv3011.pdf

This option requires adding a delay similar to the way you need to add delay in option 2.
