It seems you want something with a LATCH, so for example, I see the 'HC4511: CD74HC4511 - High Speed CMOS Logic BCD-to-7 Segment Latch/Decoder/Driver .
Please review the listing to see what best matches your overall requirements as there are many devices with LATCH capability. The Product listing has filter/sort capability to help narrow the choices. I'm sure you will find a suitable device.
