TPS61046: Can be used for -5Vin to -28Vout?

Can TPS61046 be used to generate -28V output voltage @ 1mA output current from -5V input voltage?

no. i think you need a buck converter instead of boost converter

For -5Vin to -28Vout, don't I need boost converter?
Could you please help understand same?

as shown in attachment, a very simple drawing about the connection. as the current flows into to -5V, so i think we need a buck
