BQ24610: NO Battery Detection

Dear TI,

I am testing the board with BQ24610.

We will ask about STAT pin.

1. When the power is turned on with no battery, the connected LED turns on. Is this behavior correct?

2. The blue part is the Kelvin-sense part, is there a problem?

3. Does the decoupling capacitor (C34) have to be placed close to the IC?

4. Are there any other recommended products? Are there any more suitable products besides BQ24610 products?

    => 3Cel Li-ion Battery (SDB-3S1PA : 11.4V / 38.76Wh / 3400mAh)

    => Input : 19V adapter / Output : 12.7V / 2.5A
