TPS65400: programming tool for mass production

I have a customer that is asking for advice on a programming tool to program the TPS65400 before PCB assembly during production.

They are currently using the 'USB2ANY' tool for prototype programming, but would like advice on a suitable method for programming during mass production.

My understanding is that the initial configuration can be done via an I2C header and any USB-to-I2C communication tool once the device is already on the PCB.  

However, it seems they are wanting to program the device prior to assembly.

I am not familiar with this device or it's configuration/programming, so any additional information would be appreciated.
