Hi,
My customer connects BIAS to ground even when Vout> 3.3 V.(Iout=0-500mA,-40 to +125℃)
Does it cause damage to the device or performance deterioration?

Section 6 of the datasheet states, Bias: "... Tie to ground when not in use."
If VOUT is between 3.3V and 28V, you can tie Bias to VOUT to get higher efficiency (the internal LDO will take power from VOUT (instead of VIN) which will be lower than VIN. This means a smaller voltage drop across the LDO and a higher efficiency overall). But tying Bias to GND will not cause damage or deterioration.
