TPS61220: Cannot maintain output voltage with load

Hello,

I am using the TPS61220, to supply power to a board from a USB connection, thus the input voltage varies, but during my testing it has been consistent at 4.7V. The output voltage is programmed at 5.5V, using 1 Mohm resister, and a 100Kohm resister. Before the load is connected the output is at 5.48V and the feedback voltage at 520mV. Once the load is added, the output voltage gets pulled down to 5V, and feedback voltage is at 460mV.  We do not expect the load to be over 60mA, and when providing power through an external power supply, it only draws 40mA. the inductor size is 4.7uH

Also tried out the TLV61220, had the same issue except worse, the output voltage was pulled down to 4V

Any help is greatly appreciated.
