TPS54560: Problem with the output current.

I have a problem with this DC DC convertor. The problem is this: 

I designed it for 3,8V/5A output, but the Regulator can't make it. I have made the Test with Laboratory Power Supply and I have turn on the DC/DC convertor with 30V Input. For load i have used 0,9OHM. Resistor. When i turn on with 30V input the DCDC drops the output voltage to 2,8 volts and the current is limited to 2,4A. When i begin to drop down the input voltage, the output voltage also drops and when I have reached 10 - 11 volts input voltage the regulator stabilized and it si making 3,8V out at 4,1 A for the Load i have attached. I have changed several components on the COMP pin but the regulator is still working like that. A notice the to 10 - 11 volts input voltage on the COMP pin there is 1 volts with respect to ground. When i raise the input voltage above 11 volts, on measure on the COMP pin 2 Volts and the regulator begin to limit the current and is dropping the output voltage. Can you please help me. Is this the normal operation  or I am missing something. I,m Attaching the PCB Layout and the Schematic.
