TPS54331: The output is higher than set up

Dear,

Look at the Sch below.

EN PIN : 3.3V

VIN PIN: 12V

The output should be 3.9V. But when test it, the output is 9v. Can you give some advise? THANK YOU.

Update schematic as below:
C49 change to 1nF
R78 change to 0 ohm
Let me know the test result after the changing.

There are almost no output. The output is 0.8V if I change the SCH as you say.
