Can you advise, why no battery charging current when battery below 2.8V?

With the battery voltage below 3V you will be in a pre charge condition and the current will be about 10% of fast charge or 60mA.
If the battery voltage is lower than 1V current is reduced to about 10mA.

Check the battery voltage and input current.

We have found the cause of the problem: battery has not thermistor and resistor that simulates 10k thermistor was absent.
