Hi Tateo,

We have an app note discussing the TPS23861 power on considerations(www.ti.com/.../slva723.pdf). Please take a look. The main rules are to keep RESET low(<0.9V) before Vpwr reaches its UVLO(18.5V) and make sure 3.3V rises monotonically through VUVDDR without any droop below VUVDDF. Thanks.
